Particulars: The Russian Federation has claimed that the Black Sea Initiative is allegedly not being carried out because it was agreed upon – specifically the lifting of restrictions on Russian agriculture merchandise export and unblocking ammonia transit by way of the Odesa-Tolyatti ammonia pipeline.
